My name is Sean Stratton I am a 24 year old environmental scientist and I am currently running for New Jersey District 18 Assembly as the Green Party candidate. I’m here to talk to you about my political platform and the experience of running as a young adult and third party candidate.

I decided to run for office 5 months ago after a friend’s tap water test came back containing 82 ppb of lead. This led me to research the federal Lead and Copper Rule along with conducting Open Public Record Act requests (for anyone not in New Jersey this is called Freedom of Information) to my hometown and the New Jersey Department of Environmental Protection. What I found was that my hometown was not sampling the correct locations as per the federal regulations and they were not providing the correct notification to residents who had their homes tested. From this I began to look at other towns and found that we have multiple towns and cities here in New Jersey that have breached the federal action level for lead in residential drinking water. 3 examples are Newark, Trenton, and Milltown. This is significant because even during the height of the Flint Michigan crisis, Flint never exceeded federal standards.

This is when I decided I would run for office; I believe that everyone has the right to clean drinking water and in order to provide this we need to drastically rebuild our infrastructure including our water distribution system. I also believe that every worker deserves a livable wage which is why I support increasing the minimum wage to $15 per hour here in New Jersey. Finally, I believe that all citizens no matter how rich or how poor have the right to healthcare. I support universal healthcare and will push for a New Jersey single payer healthcare system.

Some have historical claims, the crown of Aragon (wich Catalonia was a part of) and Castilia (former Spain as we usually name it) were united back in 1469 and since then cultural differences always had a part on nationalistic claims.

More recently since the instauration of the parlamentary monarchy (after franco) the spanish territory was split into "comunidades autonomas) which everyone of them has different autonomic competences, Basque Country had more economic privileges than Catalonia and that inspired some turmoil within the population

Back in 2006 the spain government destroyed "the estatut" wich was a sort of declaration of competences by the Generalitat, that was a big mistake since "the estatut" didnt infringe any known law and even was similar as other bills in vigor by other "comunidades autonomas"

Years of political immobility by central government and impoverishment of the general population made that independentist and nationalist parties gain support within the "non-political people"

As for me I am not independentist but I am for democracy, and the measures PP (governing party) took in Catalonia are unacceptable.

I graduated from Rutgers University with my degree in environmental science. I have been working as an environmental consultant since graduating which has been about 2 and a half years. My work mainly consists of monitoring contaminated sites and designing remediation strategies.

Fixing the lead problem is a costly project. However, in the short term we can provide filters and bottled water for residents that are impacted through subsidies or partnering with corporations or small business owners.

In the long term by passing Universal Healthcare we will free up between 20-30% of each municipalities budget. This will allow us to begin massive infrastructure projects to remove and update our piping and water utilities for our towns and cities.

State-level universal healthcare will be paid for by an increased payroll tax of 6% on employers and 2% on employees. This will allow us to provide healthcare to all residents of New Jersey.

The Spain Government could execute the article 155 of the constitution which would render la Generalitat without power

I doubt they both will do anything of that, if both governments have a bit of political wisdom they might start negotiations in the following weeks if not we might be in for some tumultuous days

As for now there are general strikes convoked for tomorrow.

Currently Municipalities have to pay for the insurance of the town employees. This is a significant portion of a town's budget as it is between 20-30%

Some years ago I was protesting against the increase of university prices in Barcelona and the "mossos de esquadra" (catalonian police force) charged at us unprovoked and injured a lot of people

By this im not taking heat off the national police actions, they had absolutely no place in a first world country but I dont like the narrative of "look at these bad spanish dudes" when some years ago I was being beaten by Catalonian policemen.

We cant forget that they were sent with aggresion in mind, the spanish government (Partido Popular, the remains of the franco party, but this is a discussion for another day) knew they would strike people, with this I want to say, those policement were given orders, and they abide them

It would be an increase in payroll taxes, however the money individuals would save from decreased healthcare costs and free insurance would far outweigh the negatives of the increased tax on payroll.

One of the things that surprises me the most is how biased big part of the Spanish media is. I did read things like "Unacceptable aggressions from the catalans to the national police", "Separatists spread out fake pictures about injured in the media", "Catalan police colluding with separatists", etc. instead of what the rest of the media in the world showed. If Spanish people only feeds from these media, I can understand that you think that Catalans pro-Independence are radicals and uneducated people that will jump to your throat if your name is "Garcia". But believe me, this is a very civic and peaceful movement. Unfortunately, nowadays, everybody with a political opinion will get insulted, threatened or worse in the social media by a minority of assholes that feel safe hiding behind their computer, no matter what side of the political spectrum they are.

So, my point, don't be surprised about "moderation", most of us Catalans are.

Also last actions taken by the spanish government puts Spain in a bad position infront of the EU so the discussion of the relationship of a theoretically catalonian republic is kinda a bogus point right now

I agree with New York's legislation that provides free education to residents who earn less than $110,000. I believe that New Jersey should move towards a free college education program because it is an investment in our youth.

I would put forward a bill to immediately provide water filters to residents in areas that are currently having their drinking water impacted by lead, and I would begin working on a bill with bi-partisan support to rebuild our aging infrastructure which would include not only our roads, and bridges, but also our waste water treatment plants, our water distribution network, and our water utilities.

as a hydrologist who is studying water law in Colorado, I find your water goals to be noble. I do wonder how do you plan to remedy these in instances where water contamination comes as a result of the pipes within a private residence? would you be for a national effort to support upgrading underfunded communities pipes? Contamination within an individuals home is a serious issue, however we need to put a program into place to help residents get lead solder/ lead pipes out of individuals home. I believe it is the government's responsibility to protect it's citizens. At the moment I do not have a number for what portion of the GDP is appropriate.

It is a mixture of both. The town stated there are no lead service lines which is inaccurate, and the DEP is not properly reviewing to ensure that the correct Tier locations are being sampled as per the LCR by the town.

A filter system where the city line meets the private connection would not work, mainly because these lines are inaccessible from the surface. I recommend filters at the end of the tap or through a pitcher.

how would you propose filters be paid for? At some point local government can only be held responsible for providing water at a pre-determined quality. If cities were able to effectively argue that they provided proper service in courts, who would be footing the bill for all the filters? would people be required to buy them?

It sounds like there may or may not be lead service pipes in your particular town, but in some towns there probably are. Some infrastructure is so old that the people who authorized those decisions are long gone, and made the wrong choice innocently. considering water utilities are essentially self-funded and use long term bonds for future demand projects, can municipal water suppliers even afford to address this situation if they caused it? Could courts even rule against them because of the national economic impacts the ruling would have? it seems more like federal or state level assistance would be needed to fund a solution to this issue. I don't think municipalities are capable of fixing this one fiscally speaking.

The DEP issued a letter to my hometown notifying the water utility that they must send updated notification to residents. As per Milltown and other cities I am not currently aware of any actions by the DEP.

Dude I have to say that as an outsider, who lives in BCN.... What was negotiated for those regions is an aberration. It should never have happened and is probably a big driver for this whole mess. You can't have a unified country where everybody acts for themselves. Not attacking you, but just stating my opinion on what I think is unrealistic from catalan nationalists.

As a Spaniard from southern Spain (heritage from basque Country, Galicia and Catalonia) I don't believe in the Catalonian Independence whatsoever. The claims for independence imo are simply not there, the claims for reform, absolutely there. Our conservative party has basically ruined any possibility of dialogue and diplomacy with the Catalonian government by sabotaging any attempt of reform. That has been a huge push towards independence.

Having said that, I am for the right of the Catalonian people having a say in what they want. It doesn't have to be a binding referendum, but beating the shit out of people who just want to go to a public building to say whether or not they would like to be an independent country... makes me so ashamed! I am so ashamed of our government, I am disgusted, my great grandparents from Barcelona never once in their lives considered themselves Catalonian and not Spanish and if they were alive today to see police officers drag and push elderly people across the street, they would think we were back in the times of Franco.

A lot of people think that voting the subject of independence makes you a 'separatist', not at all! I know so many people that want to vote and say NO.

It is just unfair, the treatment Catalonia is receiving is simply unfair. No reform, no dialogue, not allowed to vote (even if it is a non binding referendum), not allowed to use public institutions to ask what people want. How are we a democracy? The central government keeps finding shelter in the constitution, saying it is anti constitutional. Constitutions have been reformed and changed everywhere, dozens, hundreds of times. The Basque Country has a better economic deal with the central government than Catalonia, why not allow them to have a better deal too?

We were very close to achieving this when we had the PSOE (socialist party) but the conservatives came in and took several steps back in this matter.

Many friends of mine said to me, 'you know what, I had my doubts whether to remain or leave, but after I saw a mother and her two kids be rugby tackled in the middle of a street by police... fuck this. I want out of this'. Whether that is true or not, I don't know, but the sentiment is there.

EDIT: The heritage part is relevant because Basque Country, Galicia and Catalonia are basically the three major states with some to a lot of independence mentality, as well as separate languages etc. My basque family has in the past expressed they are not Spanish, but Basque, yet my Catalonian family never once mentioned not being Spanish and wanting to be independent.

EDIT 2: Vasque country --> Basque country. Sorry for the typo. In Spanish we say, Pais Vasco, I often get this mixed up when I write it down in English.

Not really, the referendum was called quite irregularly, even in relation with the Generalitat norms, so most of the "no" voters just stayed at home because they did not recognize the referendum as valid, as of today if everyone voted I think the NO would win with a low margin.

When I first stumbled on the drinking water situation I immediately began conduction more research through Open Public Records Act requests and I wrote an assessment of the current deficiencies of my hometown in regards to the Lead and Copper rule. This assessment was reviewed by Dr. Marc Edwards and Dr. Yanna Lambrinidou, two Virginia Tech scientists who did a lot of work in Flint, Michigan. I sent this report to my local town council along with my mayor. In addition I contacted the New Jersey Department of Environmental Protection along with EPA region 2 and notified them of these deficiencies.

I then began looking into other towns/cities and found that lead was a serious issue in Milltown, Newark, and Trenton. I have walked the streets of Newark passing out information about the elevated levels of lead in drinking water, and on August 16th I protested with gubernatorial candidate Seth Kaper-Dale outside the NJDEP's office over their lack of response to our lead crisis.

I have written and called numerous reporters along with Senator Booker's Office, and I will continue to contact our representatives and reporters no matter what the results of the election are.

I believe that putting a cap on carbon emissions from the power sector is an important step in reducing carbon emissions. However, the Regional Greenhouse Gas Initiative doesn't address the environmental justice issue of where these carbon emissions occur which are often in lower socioeconomic areas. If elected I would put forward legislation similar to RGGI, however I would make sure that lower socioeconomic ares are not taking an unfair proportion of the pollution that would be emitted.
